Minutes of Hybrid Meeting of the Warwick Selectboard

Monday, July 13, 2026, at 6:00 p.m.

- Noble reminded departments to submit any outstanding FY2026 encumbrances for expenses not yet invoiced and noted that the Selectboard would need to establish its summer meeting schedule. Noble also advised that the Climate Leader grant application would be presented by Janice Kurkoski of the Buildings and Energy Committee for approval at the Selectboard’s July 27 meeting, and will need to be signed by August 1.

- Genovese reported that an update on the Six Town Regionalization proposal is expected soon and stated his intention to place the topic on a future Selectboard agenda so that he may respond to community members’ input at the last meeting.

- Review and approve budget transfers to close out Fiscal Year 2026
- Noble reviewed the proposed year-end budget transfers prepared by the Town Accountant. The following transfers were recommended to cover account deficits. Funds would come from two sources: the Warwick Community School Building account and the Health Insurance account. An additional transfer of $13,000 from the Reserve Fund to the Transfer Station Enterprise Fund was recommended to offset their deficit. That would leave $20,972.50 in the Reserve Fund, which will be refilled in the next fiscal year.
- Selectboard to receive $50; Planning Board to receive $20; Snow and Ice to receive $39,500; Liability Insurance to receive $100
- $9,670 will come from the Warwick Community School expenses line; $30,000 will come from unused buffer funds in the Health Insurance line
- Multiple members of both the Selectboard and the Finance Committee commended Kelli, the Town Accountant, for preparing a clear and easy-to-follow budget transfer document.
- MOTION – Finance Committee: Noble recommended a motion by the Selectboard to approve the transfers as listed for a total of $13,000 between the reserve fund and the Transfer Station Enterprise fund, and that a total of $39,670 be transferred between the accounts as highlighted in yellow and listed in the Budget Transfers document. 2nd Crane.
- Noble reviewed the Snow and Ice deficit, which was $126,587. At Town Meeting, the town voted to transfer $87,257 from the fiscal year 27 budget, leaving a remaining gap of $39,331.
- Finance Committee voted unanimously by roll call for the aforementioned motion.
- MOTION – Selectboard: Snell moved to approve the transfers as recommended by the Finance Committee. 2nd Ross. Voted unanimously by roll call.

- Approval of the June 29, 2026 minutes was postponed because Selectboard members had not yet reviewed them.

- Discussion of a viewing platform at the Lilly Pond on the school property
- Subsequent meetings will be August 17, August 31, September 14, and September 28, 2026.

- Old Home Days – The Selectboard discussed preparations for Old Home Days, including recognizing retiring Town Coordinator David Young with a plaque (Snell), coordinating legislative letters of recognition (Noble), awarding the Boston Post Cane, coordinating with the police chief to recognize former department members, and working with event organizers on the ceremony schedule.
