Present: Chris Duerring, Chair, Mary Williamson, Nancy Putnam, Greg Brodsky, Bob Paquette, Kai Woodson absent. Also present for the public — Janice Starmer, Owen Wormser

Meeting came to order at 7:06 pm

Review of Meeting Minutes from May 12, 2026. Putnam moved to approve, Williamson 2’nd, All approved.

Beaver Solutions, Town is interested in a beaver deceiver for the Athol Road culvert. Site of previous culvert cleanout done. Duerring explained that the town is interested in a solution. Duerring has been requested to attend Hwy. Commission on the 10th. Paquette will attend also.

Letter submitted to the Commission about the recent power line project. John Gagliani owner of 550 Winchester Road explained his concerns with recent work. May 20th, he witnessed impacts of herbicides, and observed woody vegetation thrown into the wetland and stream. Putnam suggested a site visit in the next 2 weeks and that we forward letter to Nat. Grid. We need to review the Vegetation Management Plan.

Continuation of Public Hearing for NOI, Brodsky Solar Array in BZ of BVW’s.
Brodsky submitted a revised plan and notified abutters and added additional information to the NOI form. He submitted the additional information to DEP in Springfield.
Putnam explained that the distance between the Limit of Work and the adjacent wetlands should be shown on the plan. Continuation of Hearing to our next meeting, Paquette moved to continue, Williamson 2’nd, All approved, with the exception of Brodsky abstained.

Amended RDA – Warwick School Playground. Owen Wormser, represented the applicant. Request is addressing the area in the woodland outside of the playground. Proposing thinning out the trees to address the ecological health of the forest and to plant perennials. Proposing a _ straw log at the bottom of the slope. Work would be done by hand and stumps left behind. Janice Starmer asked a question about the slope and the invasives. Owen would like to remove the invasives as well. Goal is to improve this area, as it is currently degraded.

Informal Discussion of a proposed boardwalk on Town property with Janice Starmer. An RDA was submitted long ago, Feb. 1, 2022 for this work. A Determination was issued and a site visit was done by the CC. This has expired. Purpose is to conduct water sampling in the pond and to educate students. Some of the work is in the wetland. Putnam recommended that a NOI be filed and the Commission is also available to conduct a site visit.

Discussion of next meeting date. June 23’rd.
