Conservation Commission Meeting Minutes
March 10, 2026
7PM, Town Hall
Commissioners present: C. Duerring, Chair, M. Williamson, K. Woodson, B. Paquette, and N. Putnam.
Meeting called to order at 7:07pm
Reviewed Minutes from Feb. 10th meeting. Motion to approve by N. Putnam, Williamson 2’nd, all approved.
G. Brodsky, Commissioner arrived.
Discussion of proposed Vernal Pool Day. Sat. 18th is a potential day, with a rain date of the 25th.
7:15 PM, NOI Public Hearing for 20 South Holden Road House demolition and re-build. Deborah Lynn Gresock, co-owner and Leigh Lovely co-owner described the project.
Phil Harris, builder and building inspector, Don Mathews, excavating contractor, from the public.
An existing family camp will be demolished and re-built. Obtained permit from Health Dep. and permit from ZBA to expand the size of the building. Entire parcel is within the Buffer Zone of Moores Pond. 3 large trees to be removed and 1 small tree also. Stumps to be removed as well. Work will be done by installing an erosion/sediment control barrier 10 ft. away from the existing building and all work to occur within the limit of work line. Silt fence and/or straw wattles to be installed. A full basement to be installed and the house will be 2 stories.
Commissioners held a site visit 2 days ago to review the site. Putnam commented that she noticed 6 trees to be removed.
Question from abutters: Will there be a mounded system? Mathews responded that a mounded system will is not needed. It is sized for a 1- bedroom house.
Putnam asked if the applicant has addressed questions that came up from DEP?
Width will be the same but the length of the building will be 10 ft. longer.
The work is proposed for this spring, when weather permits.

Kai made a motion to approve the Order of Conditions for the Holden Road NOI.
Special Conditions: All trees cut/removed are to be replaced with native trees or shrubs onsite. Resource area boundary (top of Bank) to be flagged onsite and CC notified, prior to start of work. ECB to be installed prior to start of work and CC notified. Putnam & Duerring contacts
7:45 pm: Warwick Community School RDA: Carol Learned- Miller, Superintendent of the School and presenter, described the project to create a new playground and early childhood discovery yard. Goals to be accessible, more environmentally oriented, and inspiring and to be open ended. She presented handouts to describe the project and stressed that this is for the community. Designer is Owen Wormser, from the Hitchcock Center board. He explained the construction of the project. All disturbance will be within the footprint of the existing playground. Regrading and removal of equipment will be needed. Silt fence is being proposed. Sand, bark mulch, and wood chips will be added. Pathway for accessibility may be added. Fencing has been requested by the school, probably a split rail fence with reinforced mesh. Native plantings are being proposed, primarily. Between the existing playground and the wetland, native plantings will be added by hand, in the wetland and Buffer Zone. Wetland is currently degraded. Ben Covino is with Owen. Brodsky: Neg. Det. # 3 with conditions of silt fence to be installed and Kai, 2’nd. All approved.
8:32 pm RDA for 46 Dusty Road. Tyndall Ellis, applicant participating on Zoom. The camp was built in the 1930’s, on Laurel Lake. Project is to continue maintaining the camp, walls, and rocks. One of the rock walls is on the shoreline, it is falling down into the water. Goal is to straighten the wall and connect it back to the shoreline to create a corner that will be sturdy, above the Bank of the Lake, leaving most of the shrubs just above the water line. By NE corner of the house, stairway on the slope needs to be rebuilt, in the Buffer Zone.
