July 22 Meeting minutes called to be approved.

Approve meeting minutes – 07/22/26

No discussion, 3 approved

Introductions with Lizzie Alward. Nice go-around with a tad of personal histories & motives.

Mary Humphries – official retirement: Mary must send e-mail request to Lizzie for SB approval

Vote to have Jared join the BEC – unanimous. Jared has another person interested.

BES moved to hold meetings at 5:pm on the 1st Tuesday of each month – unanimous

Report from Jared – town building issues.

Grant submitted for town wide integrated security and fire alarm system, including panic button at WCS.

New metal roof for Police Station – need to install before end of Oct to be ready for PV. Waiting for updated materials quote from Hamshaw. Jared will send out a request on the Warwick L and Facebook for volunteers to do the installation. He has some willing folks already.

Transfer Station – need lights in new container and timer/relay circuit for pump heaters.

Grant in progress for new freshwater system for upper town common buildings.

Steve reported on the EV2X school bus project, where the EV will automatically back up some of the loads at the school during a grid outage. The final circuit list has been approved. Will the new security system need to be included? Need the fire system contractor to confirm with the EV2X electrical engineer.

Update to the existing State ground-mounted solar photovoltaic (PV) model bylaws for battery energy storage systems (BESS).

Municipalities can adopt their own with Town Counsel input. Planning Board (PB) is the point committee to deal with this, but they would like the BEC input. PB and BEC will wait to see what FRCOG comes up with. It is unlikely that any large PV or BESS project will come to Warwick, given the lack of 3 phase power in most of the town.

ANNOUNCEMENTS, REPORTS & IDEAS:

Update on the First Parish church – JC

Looking at slate roof repairs (SB voted to spend up to $5k), fire alarm, possible concrete floor in basement/dining to store hearse. A discussion needs to happen about the purpose of the building.

Fire Station PV array – net meter credits now at $0.266/kWh. Need to adjust net meter credit allocations to Library, Highway, and Police station. – JK

A $73k+ IRS rebate for the fire station PV project is imminent. This would go into the solar evolving fund. It would also make a nice Green Corner article after it really happens.
