1. Meeting called to order by Mike Mankowsky, Chair at 6:40 PM

In Attendance: Mike Mankowsky, Mark Fellows, Todd Dexter, David Young, Gerry Whiney, Attendant.

2. Review and approval of May 16, 2024 draft minutes. MOTION to accept as written was made by Mankowsky, SECOND by Fellows. CARRIED 3-0-0

3. Old Business

A. Bulky Waste Scale Update: Mankowsky reported that the minimum for a platform style scale is $40,000.00. It was suggested that vehicle axle scales may be an alternative due to the cost range was $5,000 to $6,000 each. The load capacity is good to 120,000 lbs. Mankowsky researched Scale Dynasty out of San Diego, CA

Mankowsky said a steel platform would be the first option for a surface to drive onto for the axle scales. The second would be a concrete pad. Fellows asked how this type of scale would work for a trailer. Mankowsky said it would have to pass over the scales twice to record the before and after weights. He said there are wireless and hard wired versions available. The controller would be mounted in a weather proof box and have the ability to print tickets. Fellows asked about calibration, that would be done annually by a certified weights and measures person. Whitney suggested J.R. Greene from Athol. He is certified. The entire package is portable and can be stored. Consensus of the Commission was to have Mankowsky look further into this and report back at the next meeting.

B. Sign Postings

Whitney would like a speed sign posted at the entrance at 5 MPH. He said the Greenfield DPW sign shop was suggested as a place to have one made up. Jan Ameen from the FCSWD suggested it to Whitney. Mankowsky was fine with this. Consensus of the Commission was to have Whitney look into options and report back.

C. Compactor Oil Analysis

Dexter reported that the green bag compactor has a small amount of chrome showing on the report, 3 PPM. The Lab has suggested continued monitoring and continued use. The rest of the report came back normal. The cardboard unit came back normal. Continued use and resample at the next interval.

4. New Business

A. Green Bag Compactor Electrical Box

Dexter reported that the door to the enclosure cannot be closed. Additional components have been added and it cannot be secured leaving it open to the environment. Todd Weed, Town Electrician has looked at this and said it would be $2500.00 to replace the box. Dexter will seek funding for the job.

B. AT&T First Net

David Young, Town Coordinator is working on a cell phone to be assigned to Whitney for his use at the Transfer Station. There are confined spaces within the facilities that needs to be watched and any emergencies that may occur. The phone should be assigned soon. Dexter to check with Young.

C. FCSWD Recycling Dividend Program Grant Award

Jan Ameen, FCSWD Director announced the anticipated grant awards coming out this fall. The total available amount to Franklin County towns is just over $100K. Warwick is slated for $4,200.00. The district application was submitted on June 7th by Jan. Funds will be dispersed electronically to each community.

D. Transfer Station Summer 24’ Vendor pick up Survey

Whitney submitted the survey to Tracy Styles. Amy Donovan, form the district will make vendor pick up arrangements for various services. Tire pick up will be November 21st. Whitney said the 20Lb. propane cylinders are no longer accepted as scrap metal. The district will be supplying a drum for the tanks and fire extinguishers. The Commissioners had a discussion about continuing to accept propane tanks and extinguishers. Motion made by Mankowsky to no longer accept any propane or fire extinguishers for disposal. SECONDED by Fellows. CARRIED 3-0-0

Whitney has been directed by the Commission to no longer accept these items.

E. On Site Sanitary Facilities

Whitney reported that the portable unit need a regular cleaning schedule. Town Coordinator David Young told the Commission it was being done quarterly. The Commission requested it be monthly and more often if needed. Young will notify the servicing vendor and move up the service schedule.

5. Updates and needs from Attendant Gerry Whitney

Whitney reports trees have been removed behind the conex box. Highway will pull the stumps for the new access road. Ed Matthews, working for the highway department spread wood chips near the food recycling.

A. HP Computer Usage, documents

The Commission has requested that Whitney begin using the forms for turnovers. Mankowsky wants to see the form more detailed. Specific services monies are being collected for IE: Bulky, freon, tires, bags and electronics. Whitney said the town has a new uniform turnover report, he will fill out both. Whitney was asked if he has made any progress with training on the HP laptop with Tracy Styles. He said things are coming along. The Commission would like his reports e mailed. The matter was tabled for further discussion.

B. Document Update Status

The Commissioners reviewed the new form(s). Mankowsky wanted a column added for check number and totals of dollars collected. Forms looked good. MOTION was made by Mankowsky to accept the new uniform turnover report. Dexter SECONED.

6. Unanticipated Business

There will be a fee schedule review at the next meeting. Whitney will bring his findings for presentation.
