A meeting of the Warwick Highway Commissioners was held on 1/21/2026 at the Town Hall
Members present: Robert Croke (RC), Todd Dexter (TD)
Members not in attendance: Vernon Bass (VB)
Others attending: Tracy Styles/Minutes Manager, Matthew Dorgan, Christopher Bouchard, Courtney Fulton, Brian Snell (5:15pm)
Meeting called to order at 4:41pm by RC, TD Seconded
*Zoom not available due to restrictions from MassDOT* They are not allowed to present VIA Zoom unless MassDOT has set it up*
Christopher Bouchard and Courtney Fulton here to do a presentation on Chapter 90 Funding. Must be prequalified engineers. Annual allocation by April 1st. LEAP program for bridges that don’t qualify for small bridges program can be found on helpful links page. All work must be prequalified before any work is started. 58.33% milage, population 20.83% and employment 20.83% page 1 in municipal guidance document. Warwick is in District 2. Procurement is still needed with emergencies use the Attorney of the day for approval. Eco-One stop for more grant funding mostly Mass DEP related grants. Page 6 Grant programs. Page 9 for equipment Municipal leasing would be better to do that buying flat out so that the rest of the town doesn’t get neglected for work that needs to be done with other Chapter 90 Funds. Chapter 90 cannot be used for any Snow & Ice equipment. Roadside Mowers or Brush Mowers are not supported for funding purchasing. Make sure to included extended warranty for equipment very important. Page 11 for consultant services covered. Keep track of bridge, culvert, and road reports.
