A meeting of the Warwick Highway Commissioners was held on 11/17/2025 at the Town Hall

Meeting called to order at 4:34pm by RC, TD Seconded
Board read through meeting minutes to be approved.
TD Moved that the Meeting Minutes from 10/20/2025 be moved into the permanent record. RC Seconded. All in Favor “Aye” 3-0-0 Passed
Discussion on Orange Rd paving and the way to move forward with paying the outstanding invoice. It is found that NorthEast Paving was in breach of the contract for Billing out of contract guidelines, and breach of contract for incomplete invoices.
If FRCOG doesn’t have a contract for work then below process – Procurement
$10,000 – $50,000 need to get quotes to secure contractor
$50,000 + must be advertised, Bid out
TD moved to have Diana work with David and Selectboard to move billing issues for Orange Rd to the Town Counsel. RC seconded. All in Favor “Aye” 3-0-0 Passed
Discussion ensued on the Flower Hill Rd. Tracy explained conversation had with Christopher Bouchard about the mixed communication for approving Flower Hill Rd.
TD motioned that Tracy will send email with all information for totals for flower hill. Fairshare disbursement will do a partial payment for $133, 546.00. TD will write up the letter for Chapter 90 request for the remaining balance to pay for total invoice through chapter 90 funds. RC seconded. All in Favor “Aye” 3-0-0 Passed
Superintendent reports:

T-Quip picked up the screener November 12th. Grading has been happening on days that they can. Sawdust has been ordered for the fountain 11/19/2025. New Truck will be picked up 11/18/2025, Tracy will get the insurance setup. The Gulf is sliding in 4 places into the brook, stumps and debris are sliding into the brook. Water seems to be finding a way around but it could eventually become blocked. Matt D will reach out to MASS DOT to come check out the Gulf. Sanders and plows are ready to roll for winter. Sand and Salt sheds are full and ready for winter. Salt usage has been addressed. Commission decided to hold off on dressing the sides of the new paved roads until a funding source can be identified.
Budget/Grants-
No updates on grants. Matt will be looking at grader to obtain the prices. Once prices are obtained then Tracy will work on obtaining the grant for unpaved roads to pay for grader. Commissioners reviewed bills and signed.
