December 2, 2025 Meeting Minutes

Present: Janice Kurkoski (Chair), Jack Cadwell, Mary Humphries, Steve Kurkoski, and Dan Dibble

Meeting opened: 5:35 p.m.

The minutes from our last meeting on 11/7 were accepted as written with no discussion.

ANNOUNCEMENTS & REPORTS

To save meeting time, JK suggested we read this section on our own before questions/comments. (For listing, see agenda.) The infrared heater still needs to be installed for the fire pump room at WCS. With winter upon us, this job needs to be completed despite busy schedules.

TOPICS For DISCUSSION:

Review of Climate Leader Application – Deadline is 12/30/2025. We discussed then “voted” on which photos to include. “Contributors” Diana Noble, Emily Rosen, and Carole Learned-Miller (need signature) will be included.

SK and JK set up screen sharing to review possible edits as a committee.

  • FRCOG has funding to help small towns like Warwick with grant writing and managing the Road Map. Also, REPA (Regional Energy Planning Assistance) is a resource for this work.
  • JK told them that the Highway Department Buildiing is the project we still need the most help with. She still thinks we need paid PT help in addition to the help outlined above. JC suggested that we add the word “planned” to the new hire narrative.
  • Descriptions of the Town and environs will be separated from the body of the document and inserted into the appendix. The Committee agreed to this edit, as it will make official review of the data more stream-lined. The volunteer activities will also be collected and put into the appendix.
  • The Summary of Municipal Emissions chart appears to have some glitches. Street lighting, e.g.
  • Page Six – table needs attention. Page Seven – JK has questions about the vehicles. Will call George.
  • Northeast Solar sent their reports which JK studied. By adding more solar, we can get to our goals. WCS has the highest reduction potential due to high energy use.
  • JK made notes of edits needed/follow-up with George as she scrolled through the document. There’s nothing to be done with the Old Fire Station. On the question of how much time should be spent on editing, JC offered that this document is “comprehensive and detailed,” and it’s going to be constantly moving. Road Map will also change with time. It’s part of a process.
  • Lastly, JK reported that the SB spent 10 minutes on this application last night. This Committee voted: “After collectively reviewing the Decarbonization Roadmap, it will be sent to the SB for its signature on December 15th.
